ICAO Aviation System Block Upgrades - Implementation Support

Following and implementing the Aviation System Block Upgrades (ASBU), while an exceptional initiative, comes with its difficulties. Because every current aviation system is unique, stakeholders will have to create future solutions that take into account individual situations, they will have to use wisely their current capabilities and they will need to overcome eventual limitations. To address this, A4F offers consultancy, study & conceptual assessments, research and implementation support activities. The purpose is to find the best way in which the local uniqueness of the elements touched by ASBU can gradually move to the globally envisioned state of that respective system.

The International Civil Aviation Organization (ICAO) has come to support air navigation service providers by delivering a road map to assist them in the development of harmonized strategic plans and investment decisions. This long term vision on global aviation harmonization is contained in the Aviation System Block Upgrades (Global Air Navigation Plan – GANP Doc 9750-AN/673 )

AIS to AIM towards SWIM - Transition support

A4F has more than 30 years of experience in this now challenging area. We have worked with AIS, AIM and SWIM principles and know what are the transition implications that an organization might encounter when starting a shift from of AIS to AIM, while abiding to SWIM concepts. Therefore, we can provide guidance and support activities in form of studies, research and concept development to align current aeronautical information management systems to the globally envisioned standardized and inter-operable network of the future.

Given the paradigm shift started by the airlines a long time ago  - the move from paper to a digital environment - states encounter challenges in the way in which their Aeronautical Information organization works. Two important related milestones have been internationally promoted and moved forward: the jump to Aeronautical Information Management and the System Wide Information Management concept.

Aeronautical Data - Complete Data Chain support

Humans, systems and processes developed in the previous century need to adapt in order to comply with present stringent requirements while those of today have to take it into account the current technological state. A4F can guide your organization through the process of proper handling aeronautical data along the complete data chain by following known ICAO SARPs, EU and national regulations, and industry standards. Thus allowing you to obtain compliance certifications or acceptance.

Aviation has always been dependent on data, but never before the quality of this data has played such a critical role in the cockpit and on ground. From origination until usage in the avionics systems, aeronautical data and information needs to be carefully managed and transmitted so that flight safety is not compromised. Although the process sounds simple and self explanatory, it is not an easy target to achieve.

Aeronautical Regulation - Compliance Support

Because of its overall specialization in Aeronautical Data Use, related workflows and visualization requirements in the ATM and AIM environment, A4F can offer compliance support and guidance materials for the following regulation:

  • EASA Letter of Acceptance (LoA I, II) based on Opinion 01/2005, applicant to navigation data suppliers,
  • The new DAT regulation included in the  'Technical requirements and operating procedures for the provision of data to airspace users for the purpose of air navigation' - Opinion 02/2015,
  • RTCA DO-200B / EUROCAE ED-76A Standards for Processing Aeronautical Data.

In order to ensure smooth, efficient and safe traffic, international, European and national authorities have developed regulatory frames such that every participating actor is aware of what to do and to expect when operating in this environment. 

Performance Based Navigation - Data compliance support

The implementation foundation behind the Performance-Based Navigation (PBN) concept is the advancement of both avionic and ground equipment technology. Within PBN, both are now more dependent on the quality of the data they operate with. By understanding the concept and its implementation implications, A4F offers support in the study and development of concepts which should be followed by organizations in order to be compliant with ICAO's PBN approach.

Implementation of PBN represents the highest air navigation priority of the aviation community of today and of the future. The PBN concept brings significant benefits including improved safety, increased airspace capacity and airport accessibility together with more efficient operations and reduced environmental impact. By publishing a State PBN Implementation Plan many States have have already committed to implement PBN and even started to redesign en-route and terminal airspace on the basis of the concept. 

European Funding - Application support

INEA CEF Transport call is only one of the many possibilities to obtain support from the European Union in order to finance/co-finance investments in the aviation industry. As every financing mechanism using public money, the application process implies an extensive bureaucratic work. A4F has the experience and know-how that can ease the work required, by supporting our clients in the application process.

Aviation is one of the industries where major changes need, besides extensive time, significant financial investments. The European Commission comes in support of the industry through its Innovation and Networks Executive Agency (INEA), the successor of the Trans-European Transport Network Executive Agency (TEN-T EA), created in 2006. Among the existent programs, the Connecting Europe Facility (CEF) for Transport is the funding instrument undertaking the European transport infrastructure policy. It aims at supporting investments towards building a new transport infrastructure in Europe or rehabilitating and upgrading the existing one.

Knowledge network

Founder

The ASBU for Future founder has more then 35 years of entrepreneurial experience working in the aviation industry and government organizations. Some of these organizations are ICAO, CANSO, Eurocontrol, RTCA, AEEC and military organisations.He has mapped new requirements into products for the ATM, AIS/AIM, AMHS, AIDC/OLDI, and SWIM market worldwide, with a spacial focus on SWIM in the military environment. He is the one that introduced the European AIS Database & Service concept. Products developed by this approach are used today in more then 30 countries.

 In ICAO he was involved in the following activities:

  • the Business and Financial Concept for the African Centralized AIS Database and for the Middle East AIS Database
  • the concept and organization of the ICAO Aeronautical Charting Manual (Doc 8697) update
  • the production and production of the performance based navigation charts (GNSS, SBAS, GBAS and helicopter PINS instrument and departure procedures) for the ICAO Instrument Flight Procedure Panel and subsequent usage in the ICAO Charting Manual
  • the paradigm shift support for the AIS to AIM concept
  • the introduction of the data centric concept by the ICAO AIS-AIM Study Group - the focus was on the uninterrupted electronic aeronautical data chain
  • the support to introduce a PANS AIM.
  • the ICAO data catalogue for the first issue of PANS AIM
  • the strengthening of aeronautical data origination in the new Annex 15
